Open the Photo, then the Published tab in the side panel. The stable URL is shown for the selected composition and rendition. Copy URL copies the address; Copy responsive embed copies an img tag with srcset for every rendition of that composition.
The URL exists as soon as the Photo does, but it answers 404 until you publish an output.
